POSITION GOAL

Determine the impact of proposed land use issues and growth management legislation on Broward County Public Schools and communicate the anticipated impact to the appropriate governmental agencies and the public. Direct all real estate matters for the School Board. Oversee the management of the District’s administrative sites, and facility planning matters which include the generation and maintenance of the School District’s Five-Year Educational Plant Survey, compliance with FISH mandates and maintenance of FISH data.

ESSENTIAL PERFORMANCE RESPONSIBILITIES

The Director, Facility Planning & Real Estate shall carry out the essential performance responsibilities listed below:

 

  • Determine the potential impact to the School District of proposed development applications in Broward County by overseeing the review, analysis, and provision of reports/information regarding such impact to all relevant parties
  • Act as the School Board liaison with Broward County, local governments, development review agencies, the state and federal governments regarding growth management and urban planning issues
  • Monitor and respond to proposed legislative and local ordinances that pertain to the areas of responsibilities about their potential impact to Broward County Public Schools.
  • Work with developers, consultants, and attorneys to ensure that the appropriate mitigation is proffered to offset the costs associated with providing additional student capacity that would be required as a result of proposed residential developments.
  • Recommend as necessary school impact fee waivers to the Board for residential developments which meet school impact fee waiver requirements.
  • Ensure the District is represented at local government meetings and public hearings by serving as the primary School Board representative on local government Planning and Zoning Boards, i.e., local planning or equivalent agency, concerning issues with potential impact on to Broward County Public Schools.
  • Ensure effective communication throughout the District concerning growth management issues impacting other departments and the community.
  • Ensure that the growth management policy of The School Board of Broward County, Florida continues to be consistent with obligations contained in the Amended Interlocal Agreement for Public School Facility Planning and develop appropriate amendments and revisions of the policy as may be required from time to time.
  • Ensure the effective implementation of the growth management policy by monitoring the District’s adherence to stated policy and establish and coordinate the necessary internal processes to implement applicable legal provisions of the policy.
  • Oversee all real estate matters for the School District, and work collaboratively with other School District departments, the District’s General Counsel’s Office, and as applicable, other parties to ensure that the District’s interests in all real estate matters are protected.
  • Ensure the effective implementation of all School Board real estate policies, monitor adherence to the policies, and establish and coordinate the necessary internal administrative processes to ensure implementation and update of the policies.
  • Negotiate all leases pertaining to real property on behalf of The School Board of Broward County, Florida.
  • Act as the School Board’s liaison with Broward County local governments on matters pertaining to interlocal agreements (such as Reciprocal Use Agreements, Master Lease Agreements) for the use or lease of School District facilities, including update of the agreements, and maintenance of records regarding the agreements. 

MINIMUM QUALIFICATIONS & EXPERIENCE

  • An earned bachelor’s degree from an accredited institution in urban planning, urban and regional planning, environmental planning or related fields with degree majors in public administration, architecture, or urban design.
  • Minimum of ten (10) years within the last fifteen years of combined experience facilities planning, urban planning/growth management, and real estate in a school district, local governmental, private-sector or comparable setting.
  • Knowledge of Florida growth management laws and the comprehensive plan amendment review process. Experience in real estate, public school facilities planning, as it relates to the Florida Inventory School of Houses (FISH) and the Five (5) Year Educational Plan Survey or similar state data requirements. Requires excellent written and verbal communication skills.
  • Computer skills as required for the position. 

PREFERRED QUALIFICATIONS & EXPERIENCE

  • An earned master’s degree from an accredited institution in urban planning, urban and regional planning, environmental planning or related fields with degree majors in public administration, architecture, or urban design.
  • Minimum of eight (8) years, within the last thirteen (13) years of combined experience facility planning, urban planning/growth management, and real estate in a school district, local governmental, private-sector or comparable setting. 

SIGNIFICANT CONTACTS-frequency, contact, purpose

Represent the Broward County School District at local government meetings and public hearings by serving as the primary School Board representative regarding local government Planning and Zoning Boards. Represent the School District in all real estate matters including dealings with Broward County, municipalities, and pertinent entities. Act as the School Board’s liaison with the Florida Department of Economic Opportunity, the Florida Department of Education (FDOE) regarding all matters relating to the School District’s Five-Year Educational Plant Survey, the Supplemental (Spot) Survey and FISH, related matters, and other applicable state and federal agencies.

PHYSICAL REQUIREMENTS

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently as needed to move objects.

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
